1. Fixed-Price Marketplace
SkinVolt is a fixed-price marketplace for digital cosmetic game items.
Users select a specific listed item, pay the displayed price, and receive the selected item through a supported delivery method.
SkinVolt does not provide case opening, loot boxes, random rewards, betting, gambling, roulette, jackpot, prize mechanics, upgrade gambling, or chance-based purchases.
2. Independent Marketplace
SkinVolt operates independently.
SkinVolt is not affiliated with, endorsed by, sponsored by, authorized by, or officially connected with Valve Corporation, Steam, Counter-Strike, Counter-Strike 2, or related entities.
Users remain responsible for complying with Steam rules, Valve terms, and applicable third-party platform requirements.
3. Anti-Fraud Monitoring
SkinVolt may monitor purchases, payment attempts, delivery activity, login activity, refund requests, chargebacks, communications, IP data, device signals, Steam identifiers, email addresses, Trade URLs, and order records.
Monitoring may be automated, manual, or both.
SkinVolt is not required to disclose risk rules, thresholds, indicators, or internal procedures.
4. Suspicious Activity
Accounts, transactions, delivery actions, refund requests, or payment disputes may be reviewed where activity appears inconsistent, abusive, high-risk, unauthorized, technically irregular, or potentially unlawful.
Review triggers may include unusual purchase patterns, repeated failed payments, refund abuse, chargebacks, multiple payment methods, mismatched account details, suspicious IP/device data, refusal to verify identity, attempts to bypass rules, and incorrect or suspicious delivery details.
5. Transaction Reviews and Holds
SkinVolt may delay, reject, cancel, reverse, or manually review purchases, payments, delivery actions, refunds, and account activity where additional verification or risk review is required.
During review, SkinVolt may temporarily restrict checkout, delivery, refunds, account access, or support actions.
6. Verification Requests
SkinVolt may request verification in situations involving compliance obligations, fraud prevention, payment security, chargebacks, suspicious activity, high-value activity, unusual behavior, or payment provider requirements.
Requested documents may include identity verification, proof of address, payment verification, cardholder confirmation, source-of-funds information, or other documentation.
Failure to provide requested information may result in transaction cancellation, account restriction, delivery delay, refund delay, or refusal of service.
7. Restricted Jurisdictions
SkinVolt may restrict, block, refuse, suspend, or terminate access for users located in, resident in, incorporated in, or acting on behalf of jurisdictions subject to applicable sanctions, embargoes, trade restrictions, or legal prohibitions.
SkinVolt may also restrict access from jurisdictions where digital item marketplaces, game item trading, or related services are prohibited, restricted, or require authorization.
8. Refund and Chargeback Controls
Refund requests and chargebacks may be reviewed for fraud prevention, policy compliance, and payment security.
Once a selected digital item has been successfully delivered, transferred, accepted, or otherwise made available, the transaction is generally final and non-refundable except where required by applicable law or approved by SkinVolt after review.
False, misleading, abusive, or bad-faith refund claims or chargebacks may result in account suspension, refusal of future service, evidence submission to payment providers, recovery of fees where permitted, and other legally permitted actions.
9. Delivery Controls
Delivery may require a valid Steam Trade URL or other supported delivery details.
SkinVolt may delay or refuse delivery where fraud, payment, compliance, Steam account, Trade URL, or security risk is identified.
Users are responsible for accurate delivery details and control of their Steam account.
10. Security Monitoring
Session activity, device signals, IP information, transaction metadata, account behavior, Steam identifiers, Trade URLs, and communication records may be logged for security, audit, fraud prevention, dispute resolution, and compliance support.
Information is handled in accordance with the Privacy Policy and applicable law.
11. No Guarantee of Service
Nothing in this Notice creates an obligation for SkinVolt to accept any customer, process any payment, approve any purchase, deliver any item, issue any refund, or continue any business relationship where legal, compliance, fraud, payment, security, operational, or reputational risks are identified.
